Crosswalk Project Runtime is an app that doesn't actually do anything in and of itself. That being said, you'll need to have it installed in order for certain video games to run properly on your system. That way, this library doesn't need too many additional permissions, but rather it'll be piggybacking on the permissions that your specific game requires.
